HoHa, HoHb, PoNb flagging

Since the server population is low still and bots are unable to complete some of the flagging quests I've removed flag requirements and set a global quest flags for HoH, and PoNb. Both zones do not require flagging to enter anymore and quests are marked complete for everyone.
